Comments:
This section of the standard defines the need for job descriptions and the management of staff competency and training needs.  Job descriptions should include competency requirement.  Reviews must take place of ongoing competency requirements and training needs.  A method of linking organizational objectives with individual objectives must be in place. 

Contractors and other Temporary Staff:
Managing contractors and temporary staff in the context of this section of the standard is difficult since the company should not be investing in skills development of these resources.  The contractor related work to suppport this section is limited to checking qualification and experiential assertions included in the contractors Curriculum Vitae.  This is often difficult to do since many employers have an HR policy that forbids them to comment on a previous contractors work.
