Comment: 
This section refers to the manner in which a new service or a changed service would be developed and implemented.  This is project management.  The section refers to all the elements we would expect to find in a competent Project Management methodology.  In most, if not all, cases complex changes are managed as projects via a formal Project Management route.  If you do not have a formal project management process then you will need to develop and implement one or at least show that all the requirements of this section of the standard are met when managing complex changes.  See Project Management Forum
